Supplemental Directive (SD) 13-06: Making Home Affordable Program - Administrative Clarifications

Today, August 30, 2013, SD 13-06: Making Home Affordable Program– Administrative Clarifications was issued, providing administrative updates and clarifications to the Home Affordable Modification Program® (HAMP), Second Lien Modification ProgramSM (2MP), Home Affordable Unemployment Program (UP), and the Home Affordable Foreclosure Alternatives® (HAFA) Program.

 

The following topics are covered in SD 13-06:

  • IRS Form 4506-T or 4506T-EZ
  • Consideration of Non-Occupants and Non-Borrowers Following Death and Divorce

  • Handbook Mapping Clean-Up and Clarifications

 

This SD amends and supersedes notated portions of the Handbook, and except as stated therein, is effective immediately.

 

This guidance does not apply to mortgage loans that are owned or guaranteed by Fannie Mae or Freddie Mac, or insured or guaranteed by the Veterans Administration, the Department of Agriculture’s Rural Housing Service (RHS) or the Federal Housing Administration (FHA).

 

In addition, the Occupancy Certification, which 2MP servicers must obtain from each 2MP borrower here the second lien is a non-GSE mortgage loan and the first lien was modified via GSE Standard Modification, is posted. A Combined Dodd-Frank and Occupancy Certification is also available on HMPadmin.com.
